Maltese Dog Teeth Cleaning in this video while I recommend products to prevent plaque. 

Maltese are known for having a lot of plaque on their teeth so make sure that you maintain the teeth. Brush them regularly. You can use Dental chews that help to break down the plaque. A company called Enzadent makes wonderful chews. They help to remove plaque. 

Use a regular toothbrush or buy one with a double ended like this and the toothbrush has a real small end to it.  A baby toothbrush would work as well.  Maltese have little mouths.   
On the end of the toothbrush apply toothpaste the size of a pea. Let them enjoy the experience, let them smell or lick it. The poultry flavored toothpaste helps a lot. 

Lift up the lip- side of cheek. You are just trying to disrupt the plaque in there, brush the teeth gently.  You can use a finger brush if that works better for you. If they have a lot of plaque it might bleed a little but it still needs to be done. You can also use the finger brush, put it on the part that has little bumps on it and then you going to go inside the mouth and just kind of do the back teeth. Brushing the teeth is important to maintain teeth hygiene you can also use dental wipes, or dental chews.  Just wipe the teeth like everyday just wipe the teeth. Just hold them still and just wipe the the gum line. 
Oravet makes chews that help to remove the plaque. Tropiclean is another option to be applied at bedtime or after meals once a day. The gel helps to fight dental disease without brushing. So if you prefer to use this you would apply this after they're done eating, or at bedtime and it actually prevent plaque so that's another. 
 
You should have their teeth cleaned at least once a year.  Dry kibble food and pressed rawhide bones help to remove plaque as well. Don't ever use Rawhide chips make you you give them pressed rawhide. Also very popular are Greenie chews.
